Toll Collection On TX 288 Express Lanes Segment Resumes Today

Houston Chronicle reports, the Blueridge Transportation Group (BTG) will resume tolling in a segment of SH 288 in Harris County early this morning. In April, BTG diverted all traffic into the express lanes and suspended toll collection because of a pavement fissure and partial collapse in the the adjacent, southbound general-purpose lanes. “Weeks of work excavating the site and then building a temporary bypass followed, with two of the general use lanes now repaired and ready to reopen. . . . Blueridge officials still have not said what caused the collapse, and plan additional work to make permanent fixes through the area.” ((BTG, builder and operator of the express lanes, is also responsible for maintaining the general purpose lanes under the terms of its comprehensive development agreement with TxDOT.)

NY Times: "President Biden Wants to Pour Money Into Infrastructure. Should You?"

The New York Times looks at potential risks and rewards for investors as the US comes to grips with infrastructure deterioration. “No matter what happens in Washington,” the article states, “infrastructure challenges will endure, and the need will grow. That may create opportunities for such infrastructure stocks as electric utilities, builders of roads and bridges, and owners of railroads and cellular towers. And the mutual funds and exchange-traded funds that specialize in owning those outfits could benefit.” The Times analysis takes into account market-wide trends that can affect the performance of infrastructure stocks and funds, as well as conventional thinking about the advantages of infrastructure investment.

Elsa's Rains And Winds Force A Massachusetts Turnpike Speed Limit Reduction

The Boston Globe reports, from Framingham to Boston, the Massachusetts Turnpike speed limit was reduced to 40 miles per hour last Friday as Tropical Storm Elsa added “another layer of hunkered-down frustration to a summer that already has seen record heat and jarring thunderstorms, and been inhospitably wet.” Elsa brought “[t]orrential rain and lashing winds” to parts of New England and caused considerable road and highway flooding. The Globe notes, “Climate change is adding to concerns about the power and reach of storms like Elsa, warning they could become much stronger and wetter if the planet continues to heat up.”

A MassDOT social media post notes that weather didn’t interfere with the resumption of the Acceler-8 bridge replacements project following its July 4 holiday break. The weekend replacement of two I-90 bridges near Westborough was completed ahead of schedule.
