Colorado DOT Begins Levying Fines For I-70 Express Violations

The Denver Post reports, last month, Colorado DOT installed a system of cameras and sensors to enforce rules for use of its I-70 mountain express lanes between the Veterans Memorial Tunnels and Empire. Over a “grace period” that ended Friday, July 21, 5,600 motorists — a number the department called “extremely concerning” — received warning notices for violations. “Data provided by CDOT shows roughly 95% of warnings . . . were for weaving into the lanes between toll points, with the rest cited mostly for using them outside of operating hours. Just two warnings cited drivers for operating oversized vehicles — those with more than two axles or which exceed 25 feet in length — in the express lanes.” Going forward, offenders will receive mailed penalty notices carrying fines of between $75 and $250 for each violation.

Philippine Lawmaker Calls For Transparent, Careful Evaluation Of Infrastructure P3 Projects

Manila Standard reports, the deputy speaker of the Philippine House, Ralph Recto, is urging the government to openly evaluate the affordability of tolls for potential users as part of the process of approving new infrastructure projects on the public-private partnership model. He specifically suggests conducting comprehensive “willingness-to-pay surveys and consultations,” saying “Feasibility studies should include ability-to-pay data. And this must be highlighted in disclosures. Not reduced to a fine print, nor hidden.” Recto emphasized the importance of careful toll rate and fee assessment, noting that high costs can be a barrier to some users, and rates, if too low, can leave government liable for subsidy payments to private operators.
