The People Behind TollRoadsNews

Frank Kempf, Jr., PE, is TRN’s Senior Editorial Consultant and an Editor-at-Large. He has over 40 years’ experience in transportation engineering, including its design, construction, business development and management aspects. Frank was the Chief Engineer of the Pennsylvania Turnpike, one of America’s major toll roads, from 2007 until his 2012 retirement, with responsibility for supervising an engineering and design staff of over 150 employees, a $5.7 billion, ten-year capital spending program, and numerous major construction projects. Earlier in his career, Frank directed the design work for the Mon/Fayette and Southern Beltway projects, the largest expansions of the Pennsylvania Turnpike system since the 1950’s. He was also a bridge engineer and bridge-design consultant for both private-sector and public-sector entities. He has designed bridges in six states, and two of his projects merited national awards. Frank holds undergraduate and graduate degrees in Civil Engineering from Villanova University.

Contributing Editor Kate Holder is a writer, editor, and communications consultant who has written hundreds of articles for print as well as online publication. Kate has worked with clients across a range of topics and issues including transportation, politics, health care, sports and fitness. Kate began her career in Washington, DC, as a foreign policy analyst and non-profit executive focused on national security issues. She lives in Alexandria, VA.

Contributor Bruce Melzer is an award-winning business writer, editor and consultant. His work has appeared on National Public Radio, Marketplace, ABCNews.com, Reuters and in the Anchorage Daily News. He was a Knight-Bagehot Fellow in Business and Economic Journalism at Columbia University and holds an MBA and an MS in Journalism. He lives in Portland, Oregon.

Partner and Contributor Peter J. Shelly is a former statehouse reporter and successful internet entrepreneur. Peter founded Shelly-Lyons Communications in 2007. Previously, he served as Vice President, Strategic Communications, at Triad Strategies, one of Pennsylvania’s largest public affairs firms. In September 1999, Peter and three partners launched Capitolwire.com, an Internet-based state government news and information service that has since become an invaluable tool of the trade for lobbyists, government officials and trade associations across the state. He led Capitolwire.com through its acquisition by The Associated Press, the world’s largest newsgathering organization, in August 2002. Peter was an award-winning journalist based in the Pennsylvania capitol newsroom for nine years. He worked for the state’s second-largest newspaper, the Pittsburgh Post-Gazette, from 1995 to 1999, and before that for The (Harrisburg) Patriot-News, covering suburban news and the state capitol.

Managing Partner Brian Gottlieb, a reformed lawyer, was a prosecutor in the Philadelphia District Attorney’s Office and Pennsylvania’s Office of Attorney General before becoming a deputy general counsel in the governor’s office. He also served as a counselor to the secretary of the commonwealth and as general counsel for the Pennsylvania Newspaper Association. Brian was a Capitolwire.com co-founder and Peter Shelly’s partner in other online media ventures. He oversees day-to-day operations from TRN’s home base in south-central Pennsylvania.
