Michigan DOT (MDOT) and the federal Transport Canada are requesting for expressions of interest (RFEOI) in some kind of toll concession or partnership with the private sector in building a new toll bridge over the Detroit River a couple of miles downriver of the Ambassador Bridge.

Delaware DOT have advertised for bids to build two pairs of highway speed electronic toll lanes through the middle of their big toll plaza on I-95 near Newark, presently the bane of travelers in the Washington-Baltimore-Philadelphia-New York corridor. The toll plaza not far from the Maryland line had been planned in the 1990s for complete rebuild and modernization as a conventional straight-across plaza at a cost of over $100m, but was stalled by funding.

West Virginia Turnpike will be posting an RFP for a new toll system to their website Thursday. In a preview the Turnpike's general manager Greg Barr told us they badly need a new system, both to maintain and improve service to motorists. The present toll system was installed by TransCore 1999-2000 when E-ZPass electronic tolling was begun.

California's old Title 21 electronic toll (ET) system spec written nearly 20 years ago by engineers at Hughes - long since departed ET - has life still. It is a requirement in the toll system RFP for the big new Port Mann toll bridge to carry Canada's Highway 1 over the Fraser River 24km (15 miles) east of Vancouver.

Pennsylvania Turnpike Commission will be issuing an RFP shortly for a planning study of the future of their Allegheny Mountain tunnels. Two 2-lane tubes 1850m long they date back to 1940 and 1965. A study of alternatives in the 1990s concluded the tunnels should be abandoned in favor of a 67m (220ft) deep cut to the north of the tunnels.

Florida DOT is rebidding financial advisory services for public private partnerships. They have issued an Invitation to Negotiate (ITN) with a May 28 deadline for replies.

ACS, IBM and TransCore bid for all three components of toll collection in North Carolina. Two companies Kapsch, and Telvent/Caseta bid on two components: front-end roadside toll collection system (RTCS) and back office systems (BOS) leaving operations to someone else. Seven companies bid for just one of the three components.

The Pennsylvania Turnpike Commission is charging ahead with procurement of toll systems for I-80. They have just issued an request for proposals (RFP) with a deadline just five weeks away. No prebid meetings and qualifying of contractors, just a deadline for questions of Aug 15, and then bids due Sept 15.
"This is a real fast track," said one toll systems guy we asked about it.

Mississippi DOT is looking for investor groups to develop a new highspeed toll link between downtown Jackson and the Airport - 20km (12 miles) of expressway including a major new bridge over the Pearl River. The project which goes back nearly two decades has also been known as the Airport Parkway and MS25 Connectors because a lot of the expected traffic will come from north and east of the Airport - Flowood, Perl, Brandon and the Ross Barnette lake.
Virginia calls for investors for $1 billion tunnel toll concession in Norfolk

Virginia DOT is seeking proposals from investors to make about a billion dollars of improvements to the Downtown and Midtown Tunnels and the MLK Extension in return for a longterm toll concession. The project consists of building:
- a new 2-lane tunnel under the tidal Elizabeth River parallel to the existing Midtown Tunnel
- perform improvements to the existing Midtown Tunnel (2 lanes single tube)

It's on, at last. The Inter Agency Group for E-ZPass is recompeting the world's largest and most complex electronic toll system. Advertisements requesting proposals are being placed and the RFP documents will be available electronically from Monday March 24. The deadline for submission of proposals is July 18 2008.

Delaware River Joint Toll Bridge Commission (DRJTBC) is looking for proposals from system integrators for an integrated customer service and violations processing center that will handle all toll transactions. Violations processing is being introduced to support removal of gates and introduction of open road tolling lanes.
