Washington state - comprehensive tolling presented as option (CORRECTION)

Comprehensive tolling of the expressway network and arterials has been presented as one option to be considered by the Puget Sound Regional Council. An earlier report that it had been adopted was incorrect and we've taken it down. Our second shot at the story will be posted soon.
