John Doan is now Atkins' tolls chief in west PERSONNEL

John Doan, an expert in toll managed lanes, variable pricing, and public outreach has been named Tolls Sector West Region Manager at Atkins. He joined Atkins after being program manager at MnPass, the Minnesota area toll express lanes implemented on I-394, the major highway west out of downtown Minneapolis, and on I-35W to the south. He was also a lead player on a MnDOT project to demonstrate mileage use fees in the state.
In Minnesota he was appointed to the board of the Twin Cities Metropolitan Council.
At Atkins Doan has been involved on the GA/I-85 toll lanes northeast of Atlanta and in toll lanes projects in Colorado, Florida and Texas. He is well known in the toll and pricing communities, being active on TRB and IBTTA committees and in the Mileage Based User Fee Alliance.
37 years old, he grew up in the San Francisco Bay area, got a degree in civil engineering and public policy at Carnegie Mellon University in Pittsburgh and a masters in public policy at Harvard's Kennedy School. He became an officer in the US Navy's engineer corps.
After the Navy he went to Minnesota to join the University's Humphrey School that has done research and supported variable tolls and managed lanes.
Since, he has been heavily involved in public outreach programs on behalf of pricing and other transportation projects projects
At Atkins his turf is Denver and points west of the Rockies. He works out of an office in San Francisco but has family in the Twin Cities.
